A respected government professional with over two decades of public service and private-sector policy experience, Adam is widely known for his deep knowledge of the legislative process at both the state and federal levels. He is recognized in Capitol Inside’s 2025 Texas Lobby Power Rankings as one of Texas’ top lobbyists.
Throughout his career, Adam has built an extensive network of contacts in all branches of Texas government. He has first-hand experience navigating complex legislative and regulatory issues and a long record of bringing together lawmakers, agency officials and industry leaders to achieve successful outcomes. His policy expertise spans banking & finance, infrastructure, technology, energy, real estate & healthcare. Adam has played a key role in advancing forward-looking legislation that positioned Texas as a global leader in international financial markets, and a national leader in autonomous vehicle deployment, broadband, insurance reform and other major policy areas. Similar legislative models in other states and at the federal level have been based on initiatives he helped develop in Texas.
Originally from Mississippi and a graduate of the University of Mississippi (Ole Miss), Adam began his career as a Legislative Assistant in the Mississippi State Senate. In 2006, he moved to Washington, D.C., to join the staff of then-Congressman Roger Wicker in the U.S. House of Representatives and continued on Senator Wicker’s team following his appointment to the U.S. Senate. Adam also served as Campaign Coordinator on Senator Wicker’s successful 2008 campaign, where he led voter-engagement efforts across the Jackson Metro area.
In 2008, Adam moved to Austin to serve in Governor Rick Perry's Office of Community Affairs, where he represented the Governor's legislative agenda to state agencies and trade associations. He later served as Tarrant County Field Director on Governor Perry’s 2010 re-election campaign, overseeing operations in one of the state’s most important voting regions.
Adam went on to spend nine years in the Texas Senate, most recently as Chief of Staff. Prior to that role, he also served as Legislative Director and Director of the Senate Business & Commerce Committee. Across these roles, he developed a reputation as a strategic advisor, policy architect, and consensus-builder deeply trusted among legislators, staff and stakeholders.
Today, Adam brings that experience and perspective to GRPR, where he continues to guide clients through the legislative and regulatory landscape with sound strategy, strong relationships and a result-driven approach.
